RTO Form 28: NOC (No Objection Certificate)

If you plan to transfer your vehicle to another RTO or state, you would need to file Form 28. It is a No Objection Certificate (NOC) issued by the current Regional Transport Office (RTO). It depicts that the vehicle has no pending dues, liabilities, or legal disputes.The information contained in the vehicle transfer Form 28 are as follows:

  • Details of the vehicle and the owner
  • Information about the RTO that has granted the NOC
  • Declaration of no pending taxes or dues on the vehicle
  • Clearance from a police department

RTO Form 29: Notice of Transfer of Ownership

Form 29 tells the RTO about the ownership change. This is the first step in the transfer process and to ensure that the RTO is made aware, of the change in ownership.The information contained in the vehicle transfer Form 29 are as follows:

  • Information about the current owner (seller)
  • The new owner (buyer) details
  • Details of vehicle registration
  • Starting the process of the ownership transfer
  • Declaration of transfer

Form 29 needs to be filled by the seller and submitted to the RTO where the vehicle is registered. Two copies of the form should be submitted to the RTO.

RTO Form 30: Transfer of Ownership Application

Form 30 is completed to formally transfer vehicle ownership to the buyer. It also reiterates that the buyer is now accountable for taxes owed, and any current and future legal obligations.A few important points in the vehicle transfer Form 30 are:

  • Details of the seller and the buyer
  • The transfer of the vehicle was confirmed
  • Declaration of no objections or disputes
  • Transfer of ownership
  • Legal compliance of the new owner

The buyer of the vehicle has to submit this form along with the supporting documents such as the insurance certificate, sale agreement, proof of identity, etc.

How to Fill RTO Forms 28, 29, and 30?

When filling out Forms 28,29, and 30, there are specific details to be filled in. These details include:

  • The registration number of the vehicle
  • The name and address of the seller
  • The purpose for applying for the NOC

The forms are required to be signed by the registered owner of the vehicle and posted to the RTO with the required documents. The RTO might charge a fee for the forms, which depends on the State in which the RTO is located.

  • Step 3 - On this navigation bar go to 'Downloadable Forms'.
  • Step 4 - Click on the 'All Forms' button.
  • Step 5 - Select Form 28, 29, or 30 and download the forms.

How to Transfer a Vehicle in India?

To transfer the ownership of the vehicle, here are the steps that you need to take:

Step 1 - Assimilate the Documents

Gather the required documents, including Forms 28, 29, and 30, RC (Registration Certificate), insurance papers, Pollution Under Control (PUC) certificate, and ID proofs of both parties.

Step 2 - Fill Out the Forms

The seller fills out Forms 28 and 29 and the buyer completes Form 30.

Step 3 - Submission

Submit the forms and documents to the RTO. Forms 28 and 29 are submitted first to notify the RTO of the transfer. Form 30 and other documents are submitted to finalise the transfer.

Pay Applicable Fees
