Who Can Apply for the GPRA Scheme?

You can apply for the GPRAscheme if you meet any of the following eligibility criteria:

  • NCT Residents : You live in the National Capital Territory (NCT) region with a residential sanction from the Cabinet Committee on Accommodation (CCA).
  • Non-Delhi Government Employees : If you are a government employee and work outside Delhi, you can apply only after having your application endorsed by the joint secretary and with CCA approval. You must state the current status of your office and confirm if your department includes an alternative housing pool.
  • Departmental Residential Accommodation Pool : If you work in a department that provides its own residential accommodation, you can apply for the GPRA. You must certify that no junior employee has received an allotment.

Step-by-Step Guide to Register with the GPRA eSampada Portal and eAwas

You can register on the eSampada portal using the following steps:

  • Step 1: Click here to open the official eSampada website.
  • Step 2: Click the ‘Login’ button at the upper-right corner of the homepage.
  • Step 3: A popup will appear on your screen. Click on ‘Register here to create an account’.
  • Step 4: Another window will pop up requesting details such as your name, city, employee category, city of posting, date of birth, mobile number, PAN, and email address.
  • Step 5: Click on ‘Submit’ to confirm your details.

Step-by-Step Guide to Apply for Government Quarters via eSampada

To apply for government quarter via the eSampada portal, consider the following steps:

  • Step 1: Go to the eSampada portal. Click here to proceed.
  • Step 2: Select the 'Government Residential Accommodation' option on the homepage.
  • Step 3: On the next page, scroll down and use your registered ID and credentials to log in.
  • Step 4: Complete the DE-II form following the on-screen instructions. Then, wait for eAwas verification and confirmation of your placement on the waiting list.
  • Step 5: Once approved, you will receive the allotment letter via email. To retain the allotment, accept the house, obtain the slip by the 18th, and complete possession by the 26th.

How Does eSampada Manage GPRA Allotments Through Quotas and Pools?

The GPRA allotment under different pools and quotas are detailed below:

Secretary Pool

Under ASA, Indian government secretaries can apply online for about 70 Type VII residences in different parts of New Delhi.

Tenure Officers’ Pool

The government reserves housing for All-India Services officers, such as IAS and IPS, serving on tenure with central departments.

Tenure Pool

The government ensures housing availability for Non-All-India Services Officers assigned to central deputation roles through the Central Staffing Scheme.

Lady Officers’ Pool

Separate accommodations are provided for single and married lady officers, who can also choose general pool housing.

Legal Officers’ Pool

The government maintains around 10 houses for legal officers, including the solicitor general, attorney general, and additional solicitor general.

Press Pool

The government allows around 100 residences for journalists and press cameramen, as recommended by the Ministry of Information and Broadcasting. Category I includes those earning ₹20,000 or less for Type IV housing, while Category II covers those earning ₹20,000–₹40,000 with Type IV (Special) housing.

Artists’ Pool

The Ministry of Culture recommends around 40 housing units for eminent artists, which the government maintains under a dedicated quota. Note : The government allocates discretionary housing for security, medical, and functional reasons, one step below GPRA entitlements. Priority housing is available on the first floor of central areas and any floor in non-central areas, with a five-unit annual limit.

Step-by-Step Process to Handle NDC/Dues in eSampada

To manage dues in eSampada, proceed with the following steps:

  • Step 1: Sign in to the eSampada platform using your registered ID and password.
  • Step 2: Go to the ‘House Allotment’ category and tap on ‘NDC.’
  • Step 3: Complete the application form, submit your request, and await approval from your admin office.
  • Step 4: Once the admin office approves, the application is sent to the Directorate of Estates for rent verification.
  • Step 5: A Clearance Certificate or No-Demand Certificate detailing any dues will be issued online after verification.
  • Step 6: Log back into eSampada to access your issued certificate.
  • Step 7: Go to the ‘House Allotment’ section, click ‘Applicant Desk,’ and select ‘MIS.’
  • Step 8: Click ‘Show’ in the Rent Info section to download and print the detailed rent certificate.

Note: Upon the death of an allottee, the dependents are advised to contact the admin office for support.

Step-by-Step Guide to Surrender GPRA Accommodation

You can surrender GPRA accommodation by following the steps below:

  • Step 1: Submit your surrender notice to the Directorate of Estates at least two days before vacating.
  • Step 2: The directorate will process the cancellation 11 days after your notice or as per the date provided in the letter.

Note : If no notice is submitted, you may have to pay the licence fee for 10 days or the shortfall in the required 10-day notice. The Directorate of Estates may also allow shorter notice periods.

You can register a complaint on eSampada by following the steps below:

  • Step 1: Open the eSampada portal, scroll to the bottom, and select the ‘Click here’ option under complaints.
  • Step 2: The site will redirect you to the complaint handling page.
  • Step 3: Log in using your contact number or email ID, then click submit.
  • Step 4: Check your registered email or phone for an OTP and enter it to proceed.
  • Step 5: Click the green ‘Register New Complaint’ button at the top-right corner to start.
  • Step 6: Provide the necessary details for your complaint and upload any supporting files.
  • Step 7: Click ‘Submit’ to finish the complaint submission process.
