A ration card is an important government document that enables eligible households to purchase essential food items, such as wheat, rice, and sugar, at subsidised rates under the Public Distribution System (PDS). In Bihar, the ration card system is managed by the Food and Consumer Protection Department to ensure the fair distribution of food grains among eligible residents. Under the National Food Security Act, AAY households are entitled to 35 kg of food grains per family every month, while PHH households get 5 kg of food grains per person every month; NFSA coverage is capped at 75% of the rural population and 50% of the urban population nationally, and Bihar’s own share within that ceiling is decided using NSSO consumption-survey data.

Under the SECC framework, a household is automatically excluded from priority-list benefits if it meets even one of these conditions: owns a motorised two- three- or four-wheeler or mechanised farm equipment; holds a Kisan Credit Card with a credit limit of ₹50,000 or above; has a member employed by the government or running a registered non-agricultural enterprise; earns more than ₹10,000 a month from any single member; pays income tax or professional tax; lives in a house with three or more pucca rooms; or owns a refrigerator, a landline phone, or irrigated farmland above the defined threshold.

Households that fall outside these exclusion parameters and are not already the poorest of the poor covered under AAY are generally considered for a PHH card, subject to verification by local Bihar authorities. No separate, published income-slab table specific to Bihar was found on an official government website. The eligibility route runs through this SECC-based exclusion list rather than a fixed income ceiling.

Documents Required for Bihar Ration Card Application

  • A family photograph;
  • A signature photograph of the applicant;
  • One merged, self-attested PDF containing the front page of a bank passbook,
  • Residential address proof,
  • The Aadhaar card of every family member is being added
  • An income certificate, uploaded as a separate file, and a caste certificate,
  • Uploaded as a separate file, mandatory only for applicants who do not belong to the general category. All documents must be self-attested by the applicant and confirmed through a declaration checkbox on the upload screen.

How to Apply for Bihar Ration Card Online

As of 2026, the application itself is filed on a linked portal, rconline.bihar.gov.in, and login now runs through the government’s common JanParichay/Meri Pehchaan single sign-on rather than a portal-specific password. The updated flow follows six stages:

  • Mobile number, Aadhaar number and email ID;
  • The process includes OTP verification, login, adding applicant and member details (with edit and delete options for each member before final submission),
  • Uploading documents
  • And a final submission step.

After this step, no further changes are possible, and an SMS with the application ID is sent to the registered mobile number. One point worth flagging: the final submission must be completed within 30 days of starting the application, or you will need to re-enter your family details, though you will not need to register again.

How to Download Bihar Ration Card?

Once your application is approved, you'll want to know how to download your Bihar ration card. Here's how you can do it:

  • Step 1 : Go to the official Bihar Food and Consumer Protection Department website.
  • Step 2 : Look for the "Bihar Ration Card Download" or "Ration Card Download Bihar" option.

  • Step 4 : Verify your identity using the OTP sent to your registered mobile number.

On the portal itself, this download option is available under two links on epds.bihar.gov.in — "RC-PRINT" and "RC Details". Using RC Details, you first choose Rural or Urban, then your district, and then enter your ration card number; for urban ration cards, which run to 21 digits, the portal asks you to skip the 9th digit and enter only the remaining 20 digits while searching.

No separate government page was found that checks application status using only a mobile number; the official RCMS status tool works off the district, subdivision and RTPS/application

Bihar Ration Card List: District and Village-Wise Details

Besides checking one application, Bihar also publishes ration card numbers in bulk on epds.bihar.gov.in. The 'RCMS Report' link on the homepage opens a district-wise report, titled ‘Report on Category Wise Number of Ration Cards in District’, where you can pick any of Bihar’s 38 districts or view figures for all of them together to see category-wise ration card counts for that district. How to Add or Remove a Family Member in Bihar Ration Card

If your household has changed, with a birth, a marriage, or a family member moving away, you do not need a fresh application to update this on an existing ration card. Bihar’s official correction process, called Existing Ration Card Correction, works as follows:

Step 1: Go to rconline.bihar.gov.in and click Login. You will be redirected to the JanParichay–Meri Pehchaan portal; register there with your mobile number and OTP if you have not already.

Step 2: From the Meri Pehchaan dashboard, choose Bihar State Service, then Bihar Ration Card Online Production, which opens the RCMS correction module.

Step 3: From the top menu, select Apply, then Apply for Correction, and search for your existing ration card using its ration card number. The Aadhaar number you are logged in with must already be linked to that card.

Step 4: On the member table shown for your card, use Delete to remove a member (this can be undone before final submission), Edit to correct an existing member’s details, or Add Member to add someone new by entering their Aadhaar number and other details.

Step 5: Once the member list is correct, complete the annex declaration (Yes/No) and proceed to document upload; all Aadhaar copies, address proof, and bank documents should be merged into a single self-attested file.

Step 6: Submit the application. You will receive an application ID and can download an acknowledgement for your records.
