What Is No Objection Certificate (NOC)?

NOC or a No Objection Certificate is a document that specifies that the issuing authority has no objection to the applicant’s future actions mentioned in the certificate. Many organizations, institutions and government bodies either issue or require an NOC for many services. In the context of your vehicle’s registration, NOC can be obtained from your current RTO in the state where you purchased your vehicle for the purpose of re-registering your vehicle in a different state.

Why Do we Need NOC?

If you plan to shift to a new state permanently and would like to use your vehicle in the new state, then you need to re-register your vehicle with the transport department of the new state. In order to do this, you will need an NOC from your current RTO. The main purpose of the NOC is to ensure that your vehicle is not involved in a criminal case, and there are no challans, taxes or payments due on your vehicle . The transport department of the other state can proceed with the re-registration of your vehicle if everything is in order.

How to obtain NOC from RTO?

You can easily obtain an NOC from your local RTO with the following steps:- Download the NOC application form (CMV 28 form) from here and duly fill it. You can also directly visit your RTO and obtain the form from there.- After filling the form and gathering the required documents, visit your RTO and submit your application. You will need to pay a small fee for the NOC, which can be around Rs. 100. It is to be noted that the vehicle owners themselves have to personally visit the RTO for an NOC.- Once your application is accepted, the RTO will contact the local police to ensure that your vehicle is not part of a criminal case. They will also ensure that all your pending dues are clear. This process can take around three working days.- Once the all clear for your vehicle is received by the RTO, they will issue the No Objection Certificate.- This NOC is valid for up to 6 months and if it is to be used for re-registration of the vehicle in a different state, it has to be done within that period.

- Vehicle registration certificate- Vehicle insurance- PUC certificate - ID proof and address proof of vehicle owner- Pencil print of chassis number

Conclusion

Besides re-registration of vehicles in another state, an NOC is also required if you plan to change ownership of a vehicle or buy/sell a used vehicle. It is to be noted that a re-registration of a vehicle is only required if it is going to be used in another state for more than 12 months, according to the Motor Vehicles Act . If you’re simply visiting a state for a short duration, a new registration is not required.
